- Liaise with the M&E Specialist to ensure community programmatic components of the M&E system are functionalized. (clarity of indicators, M&E data tools, data quality audits, reporting etc)
- Identify and flag human resource needs including technical assistance/consultants.
- Represent MSH LMS-ACT project at the state level on matters of community HIV services.
- Ensure provision of technical, financial, M&E and administrative support to the CSOs implementing small grants so they achieve desired project goals.

- The candidate will have proven hands-on programmatic, technical and managerial expertise in provision of at least 4 community HIV/AIDS services and developing and nurturing partnerships with local NGOs, FBOs and CBOs.
- Extensive experience working with networks of Persons Living with HIV/AIDS (PLWHA) is a MUST.
- The candidate will demonstrate excellent understanding of the continuum of care for HIV infected individuals and be willing to multi-task for several services.

Sport: Arsene Wenger Want Response From Arsenal After A shock Defeat.
Arsene Wenger has called on his Arsenal stars to deliver an immediate
response to their shock defeat against Norwich when Schalke visit the
Emirates Stadium in the Champions League on Wednesday.
Wenger’s team are now 10 points behind Premier League leaders Chelsea after losing to previously winless Norwich for the first time in 20 years on Saturday.
An error from Arsenal goalkeeper Vito Mannone presented Grant Holt with the goal that condemned the Gunners to their second league defeat of the season and Wenger’s grumpy mood after the match reflected his frustration at a lacklustre performance.
Arsenal will need a much improved display to see off German side Schalke and maintain their 100 percent start to the Champions League campaign.
And Wenger hopes the embarrassment of losing to struggling Norwich will provoke a reaction from his players on Wednesday.
“I hope it will have a positive impact,” Wenger said. “It was a shock to the system, but you have to give credit to Norwich because they played well, were completely committed and they deserved the win.
“Maybe we underrated the difficulty we would face, but the Premier League is the Premier League – if you are not ready for the fight then you will always have bad surprises.
“There is a big difference between the amount of possession we had and the amount of chances we created, that is down to the fact that Norwich defended well and we did not create a lot.”
Wenger had included Jack Wilshere in the squad that travelled to Norwich for the first time in 14 months as he steps up his recovery from ankle and knee problems.
But the England midfielder didn’t come on at Carrow Road and is likely to have to settle for a place on the bench at best against Schalke.
Gunners winger Alex Oxlade-Chamberlain, who had to go off with a hip injury against Norwich just 10 minutes after coming on in the second half, is definitely ruled out.
“I don’t see anyone new being (back) for Wednesday night,” Wenger added. “The closest will be (Kieran) Gibbs, but he will not be ready. (Theo) Walcott will not be ready.”
With Gibbs likely to miss out again, Andre Santos will continue at left-back and the Brazilian has warned that Arsenal face a tricky test against Schalke.

“Crude oil prices have been under pressure, tracking losses of the equity markets as fairly poor corporate earnings results weighed on market sentiment,” said Sucden Financial analyst Jack Pollard.
Crude markets were weighed by worries over the US economy, with traders “bracing themselves for a continuation of last week’s slew of weak earnings from the likes of Google, McDonald’s and IBM,” IG trading group said in a note to clients.
“There is still a bearish mood over the corporate earnings season with so many misses among blue-chip US stocks,” it added.
Caterpillar, the world’s biggest maker of construction and mining equipment, cut its sales outlook on Monday.
The company, considered a bellwether of the global economy, reduced its profit and sales forecast for full-year 2012, suggesting a sharp slowdown in the fourth quarter.

“Bonny loadings are affected as a result of production deferment caused by the fire incident on a bunkering ship on the Bomu-Bonny Trunkline and production deferment from a third party producer because of flooding,” Shell said.
It said exports from Forcados were affected by damage caused by suspected bunkering – the term for oil theft – on the Trans Forcados pipeline and the Brass Creek trunkline.
Although Shell did not disclose the volume of crude exports affected, industry sources said both Bonny and Forcados account for substantial percentage of Nigeria’s total oil production.
Shell said it was working to repair the pipelines as soon as possible.
Nigeria is Africa’s largest oil producer, exporting between 2.0 and 2.4 million barrels per day in recent months.

Property worthy the sum of N187.8m, were allegedly destroyed when
soldiers went on rampage in Maiduguri, the Borno capital, about two
weeks ago, a committee report revealed .
The committee was set up by the Borno State Government to assess the damages, allegedly caused by operatives of the Joint Military Task Force, (JTF ) in Gwnage ward.
Presenting the report on Monday to Governor Kashim Shettima, chairman of the committee, Baba Bashir Garbai said the breakdown of the report indicated that 142 houses/ shops, 21 vehicles and 14 tricyles were destroyed in the incident.
Garbai, who doubles as the Commissioner for Local Governments, said the committee has carried out its assignment with fairness and justice
Receiving the report, the governor commended members of the committee for a well done job, promising to commence payment of compensation to the victims to minimize their sufferings.
“Government is delighted with your work, I assure that before the end of the week, we will purchase vehicles and distribute to those that lost their own in the incident”, Shettima told the committee.

Debutants South Africa walloped Cameroon 3-0 in the tournament opener 16 years ago and Tovey said it was a huge boost for a side that went on to defeat Tunisia 2-0 in a final watched by then-president Nelson Mandela.
“Outplaying Cameroon set the tone for the tournament and gave us breathing space because we were in a difficult group with Angola and Egypt,” he told AFP ahead of the first round draw Wednesday in Indian Ocean city Durban.
“Getting those three points in the opening match meant we had an escape route if things went wrong in another group game. Luckily, we also beat the Angolans and qualified before losing to the Egyptians.
“Playing at home can be a tremendous advantage and everyone rallied behind the team 16 years ago, driving us on to some great victories and the trophy,” recalled Tovey. “South Africa could go all the way again.”

5 Policemen And 2 others killed B y Robbers in Ogun Stat
FIVE policemen and two civilians were yesterday feared dead after a
15-man armed robbery gang launched three separate attacks on Abeokuta
and Ibafo in Obafemi Owode Local Government area of Ogun State.
Unspecified number of other persons were said to have sustained various degrees of injuries in the attacks said to have started Sunday night.
Vanguard gathered that the first robbery attack took place on Sunday around 8:30 p.m. at a filling station in Ibafo, which reportedly led to the death of two policemen while an undisclosed amount of money was carted away.
The gang members, according to an eye witness, were all in Mobile Police uniforms and said to have operated in a commando style, shooting sporadically into the air.
In the process, a 12- year old boy identified as Mubarak who was hawking sachet water and another yet- to- be identified, were hit by stray bullets.
Similarly, the same gang at 2:30 a.m. yesterday invaded an Apostolic Church located at Ijemo – Agbadu area of Abeokuta, killing three policemen including two Inspectors.
According to a source, the robbers on arrival at the church premises, reportedly lured a five-man police patrol team out of the station at Oke-Itoku and opened fire on the team of a Quick Response Squad, QRS, led by one of the Inspectors, killing three of them including the driver while two others were serious injured.
It was gathered that after their two successful operations, they allegedly went to a hotel on Abiola Way in Abeokuta where they reportedly raided the occupants before escaping.
Confirming the incidents, the Ogun State Police Public Relations Officer, Muyiwa Adejobi, told journalists that it was the same gang that operated at Ibafo that invaded Abeokuta.
He said “the gang had before the Ibafo and Abeokuta incidents snatched a SUV and attacked a hotel located at Abiola Way before heading to the Apostolic Church vicarage at Ijemo Agbadu area of the town where they killed the three policemen and injuring two others.”

News: Court Release Uba Ifanyin Over Fuel Subsidy Fraud
A Federal High Court in Lagos on Monday struck out a bail application
filed by Ifeanyi Uba, the CEO, Capital Oil and Gas, and four others
charged with N43.29 billion fuel subsidy fraud.
Others charged with Uba are Nsika Usoro, Godfrey Okorie, Chibuzor Ogbuokiri, and Joseph Orji, all employees of the Capital Oil and Gas.
The men, being prosecuted by the Nigeria Police Special Fraud Unit (SFU) before a Tinubu Magistrates’ Court in Lagos, were on October 11 ordered to be remanded in the custody of the SFU for 14 days.
Uba and the others were charged with economic sabotage, obtaining money by false pretences, stealing of N43.291 billion, property of the Federal Republic of Nigeria, money laundering and forgery.
Justice Okon Abang, in his ruling described the application as incompetent and defective.
Abang also stated that counsel to the applicant, Mr Joseph Nwobike (SAN), had failed to inform the court that the applicants were detained on a subsisting order of remand, made by Magistrate Martins Owumi.
He said that this fact was not deposed to by the applicants’ counsel in their affidavit of urgency before the court.
“I have gone through the affidavit filed by the applicants’ counsel, and I find no place where it is stated that there was a subsisting order for remand by the magistrate court.I cannot possibly comprehend why the learned SAN has chosen to hide this fact from the court,” he said.
He also stated that although the applicants could bring an application for bail before the court, they could not do so under the Fundamental Human Rights Enforcement Procedure Rules.
“Where bail is refused an applicant at the magistrates’ court, he has the right to bring his application before a higher court, but he has to do so within the confines of the law.
“I cannot make findings on the bail application of the applicants, brought pursuant to the Fundamental Human Rights Enforcement Procedure Rules.
“The applicants cannot use this rule to challenge a subsisting order of court. Whether the magistrate had or exceeded his jurisdiction is entirely a different issue,’’ Abang said.
According to him, the learned SAN should have employed either of three modes in bringing his bail application before this court;
The judge said that the applicants should have appealed against the order for remand made by the magistrate before the high court, pending the arraignment of the applicants.
He said that they could also have sent an application to the high court for a fresh summons for bail, pursuant to Section 118 of the Criminal Procedure Act (CPA).
“I cannot consider counsel’s application for the applicants to be released on bail under the fundamental rights enforcement procedure; this relief cannot be sought under that law.
“This is not a sentimental or emotional issue. It is an issue of law because there already is a subsisting order of court.
“The police possess the constitutional right to arrest any person accused of committing an offence, even if it is based on suspicion.
“In the final analysis, the preliminary objection of the respondent subsists in part and the application of the applicants struck out, with no order as to cost. I so hold” Abang ruled.
Meanwhile, it will be recalled that the Presidential Committee on the Verification and Reconciliation of Fuel Subsidy Payments had indicted Uba and some other oil marketers and companies of financial impropriety. (NAN)

News: 17-year-old Marriage Come to An End.
An Ikorodu Customary Court in Lagos State on Monday dissolved the
17-year-old marriage between Mr Adewole Agbolade and Mrs Kafayat
Agbolade after the husband accused the wife of fetish practises.
The Court President, Mrs Riskat Ekerin, said that all efforts to reconcile the couple had proved futile as the petitioner insisted on divorce.
Ekerin, however, ordered the petitioner, Adewole, to give the respondent, Kafayat, one of the houses which he built as compensation, as he had earlier promised.
She also ordered that the children from the union should remain with the petitioner until the final resolution of the issue of custody by the family court.
“I once saw a horn tied with red cloth in my wife’s handbag,” Adewole, who resides at Igbe area of Ikorodu,’’ had told the court on Aug.15.
He had also accused Kafayat, aged 35, of making incisions on the head of his five children without his consent or knowledge.
“I travelled for two days and before I got back home my wife had made incisions on the head of my five children.
“My children told me after I returned from my trip that she brought an Alfa (Priest) home to do it.
“She also engages me in fights a lot and curses me every day; please separate us as I don’t want her to kill me,” he said.
The charms were tendered as exhibits before the court.
Kafayat, a trader, in her testimony did not deny the claims and allegations by her husband.
“Truly, he saw charms in my bag, but they were not meant to destroy his life; I used those charms to sell my own market and I never used them to do evil.
“I want this court to plead on my behalf; I don’t have anywhere to go. I still want to be his wife,” she had said. (NAN)

life-saving malaria prevention and treatment messages throughout the
tournament.
Football icons including Didier Drogba, Samuel Eto’o and Steven Pienaar, along with African Leaders Malaria Alliance (ALMA) heads of state including President Ellen Johnson Sirleaf of Liberia, President Jakaya Kikwete of Tanzania, President Blaise Compaoré of Burkina Faso, President Alassane Ouattara of Cote d’Ivoire and President Yoweri Museveni of Uganda, will lend their voices to the cause, appearing in television spots, billboards and educational materials that will be distributed across Africa.
“Across the continent, football dominates the hearts and minds of children and parents alike. But, so does malaria – the cause of 174 million illnesses and nearly 600,000 deaths in Africa alone every year,” said Samuel Eto’o, Cameroonian national team player and UAM champion. “We have united to utilize the power of football to fight malaria and we hope our fans will join us.”
Although preventable and treatable, malaria kills a child in Africa every 60 seconds and costs the continent an estimated minimum of US $12 billion in lost productivity and healthcare costs each year.
“I have been a victim of malaria and have witnessed first-hand the devastating effects it can have on individuals and families,” said Didier Drogba, Côte d’Ivoire national team captain and UAM champion. “We need malaria out of the game. Using the popularity of football to increase awareness of prevention and treatment methods will go a long way in the fight to show malaria the red card.”

News: Amendment of people's Constitution
THE House of Representatives is giving Nigerians an opportunity to
participate in amending the 1999 Constitution. It is a novel idea billed
to hold from 10am on Monday November 5 in all 360 federal
constituencies of the country.
It may be a response to calls for a sovereign national conference or an attempt to correct the lie that prefaces the 1999 Constitution which states that Nigerians gave themselves the document.
The House calls the move a fulfillment of its pledge, in 2011, to make governance more inclusive. It is an opportunity for Nigerians – of various levels of understanding – to participate in the making of the Constitution. The only amendment, in 2010, was on electoral reforms. Nigerians want more.
From the 136 memoranda the House Constitution Review Committee has received, the dominant issues appear to be –
· Indigeneship, Residency and Citizenship
· Immunity clause, accountability, judicial reform
· National Security and Police Reform
· Fiscal Federalism, Local Governance and Restructuring/Devolution of Powers
· Financial Autonomy for Local Government Councils
· Removal of the Land Use Act and the National Youth Service Corps from the Constitution

Nigerians should not restrict themselves to these issues. More pressing matters like how the Constitution should, beyond words, guarantee the security and welfare of the people are important.
What have governments since 1999 done with Section 14 2(b) of the 1999 Constitution which states the “security and welfare of the people should be the primary purpose of government”? Why is it possible to ignore such a powerful provision while carrying on with the rites of governance?
Is it possible to have provisions in the new Constitution to make governments accountable? What can citizens do when governments ignore provisions of the Constitution and immunity which protect them?
The sessions would be replete with people’s anger on several fronts. For some, it could be the first time they would have a chance of meeting their representatives. Others could think the Constitution would be the solution to all challenges the country faces.
All views should be heard and accommodated in the reports. The people, on their part, should utilise the platform the House of Representatives is giving them to be more than statistics in the affairs of Nigeria.
Improved inclusiveness and participation of communities across Nigeria in amending the Constitution could sensitise legislators to the diversity of views even on issues that are considered generally acceptable to the people.
Nigerians should avail themselves this unique opportunity to have a strong say on their future and their country
It may be a response to calls for a sovereign national conference or an attempt to correct the lie that prefaces the 1999 Constitution which states that Nigerians gave themselves the document.
The House calls the move a fulfillment of its pledge, in 2011, to make governance more inclusive. It is an opportunity for Nigerians – of various levels of understanding – to participate in the making of the Constitution. The only amendment, in 2010, was on electoral reforms. Nigerians want more.
From the 136 memoranda the House Constitution Review Committee has received, the dominant issues appear to be –
· Indigeneship, Residency and Citizenship
· Immunity clause, accountability, judicial reform
· National Security and Police Reform
· Fiscal Federalism, Local Governance and Restructuring/Devolution of Powers
· Financial Autonomy for Local Government Councils
· Removal of the Land Use Act and the National Youth Service Corps from the Constitution

News: Two Dead And Others Hospitalized in Enugu
TWO persons reportedly died while several others have been
hospitalized after eating a dead pig during a funeral ceremony at
Amaegbu village, Ede Oballa community in Nsukka Local Government Area of
Enugu state.
The police said in Enugu, yesterday, that they have commenced investigations into the incident which occurred on October 18, 2012.
The state police spokesman, Mr. Ebere Amaraizu, who confirmed the incident, said one of the deceased was identified as Fidelia Ugwuobi. The identity of the second could not be ascertained at press time.
It was gathered that one Emeka Akwaeke and one Uche Eze allegedly cooked the dead pig which they shared to the guests that attended the burial of one Akwaeke at Amaegbu village.
Those who ate the meal served with the meat suspected to have been poisoned during the funeral last Thursday fell sick and two of them died few hours later.
Amaraizu said the sick ones were rushed to various hospitals in the area for treatment.
According to him, investigations are already on to unravel the actual cause of the deaths and illness.

News: Cause of National Insecurity
WIFE of the Chief of Defence Staff and National President, Defence
and Police Officers Wives Association, DEPOWA, Mrs. Dupe Ibrahim,
weekend, attributed the cause of insecurity in the country, to failure
on the part of women to bring up their children properly.
The former National President of the Naval Officers Wives Association, NOWA, who spoke during an official hand-over ceremony to the association’s new National President, Mrs. Vivian Ezeoba, called on women in Nigeria to inculcate good morals into their children to ensure peace and stability in the country.
Stating emphatically that the role of women in nation building could never be overem- phasized, Mrs. Ibrahim who is the first NOWA national president to assume the position of DEPOWA president, admonished, “ This is a time Nigeria needs our prayers, particularly in the area of insecurity. As women, your children are your property .
Therefore, talk to them always, know when they go out, who they go out with and when they come back home. “If we had taken care of our children and trained them well, there would not have been insecurity in the country.
This is because if you are not there to train them , others will take care of them for you. Women are to be blamed for the state of insecurity.”

News: Gun Men Kidnap Delta University Staff.
SUSPECTED kidnappers, Sunday, abducted Mrs. Njoseh, a staff of Delta
State University, DELSU, Abraka, while she was driving out of her
residence with some family members to church.
Mrs. Njoseh works in the Admissions Office of the university and is also the wife of Dr. Ignatius Njoseh of the Mathematics Department of the university.
Police spokesperson in the state, Mr. Charles Muka, confirmed to us when contacted, Sunday, that unknown gunmen at Obiaruku had abducted Mrs. Njoseh.
We gathered that the victim was whisked away in a cream/gold coloured Toyota Camry 1998 model, with plate number, AH 619 AYB .
He said the police was in search of the kidnappers and urged members of the public with useful information on the abductors to contact the nearest police station.
On the abductors of Delta State Commissioner for Higher Education, Prof. Hope Eghagha, who was freed, last week, he said there was still no trace of the kidnappers, adding that the police was in their trail.

Nwokocha, has regained his freedom, but a senior staff of Federal
College of Education (Technical), Omoku, was not that lucky as he was
said to have died in the custody of the kidnappers.
Confirming his release weekend, the state Commissioner for Information and Communications, Mrs. Ibim Semenitari, said he was driven to a spot around Big Elele, in Rivers State, where he was released but could not say if any ransom was paid.
She said his aide who was kidnapped with him also regained his freedom, adding that he was first released on Omoku road before the kidnappers drove the Commissioner to Big Elele to release him.
It will be recalled that the Commissioner was taken hostage at Ogba/Egbema/Ndoni Local Government Area on October 13, while on an assessment tour of some areas affected by flood disaster in the state.

News: Shila Dies at the Age of 88 yrs
Sheila, wife of renown Education Icon in Nigeria, late Tai Solarin has passed on at the age of 88 years.
Sheila, an English woman who was the Proprietress of Mayflower college, Ikenne in Ogun State died on Sunday at 4 :30 pm at Babcock University Teaching Hospital, Ilishan Remo, Ogun State.
Vanguard gathered that, the octogenarian allegedly had a broken hip when she fell on her way to bed some months ago and was rushed to the hospital.
Her sickness was said to have been worsened as a result of weak bones due to old age.
It was gathered that, She underwent surgery before she died at the hospital in the presence of her two children who reportedly sat by her at the hospital bedside .
Her remains was said to have been taken to LASUTH morgue.
